Meaningful participation of marginalized and underrepresented persons with disabilities

This guidance note provides technical guidance to UN organizations implementing Global Disability Fund (GDF) programmes on how they can advance the rights of marginalized and underrepresented persons with disabilities more efectively in joint programming. It supports UN organizations in designing, implementing, and monitoring joint programming that address the rights priorities of underrepresented and marginalized persons with disabilities including Deaflind persons, persons with intellectual disabilities, persons with albinism, persons with psychosocial disabilities as well as persons with disabilities marginalized on the basis of their disabilities and other identities (such as sexual orientation, gender identity or expression, indigenous origin, migrant status, age, racial minority status etc.) It ofers guidance for all GDF programmes on designing, implementing, and monitoring initiatives that address the systemic and structural barriers to inclusion faced by marginalized and underrepresented groups, while also identifying and closing gaps in policies, services, and systems.

The guidance serves as a comprehensive roadmap for how GDF programmes can outreach to and engage with OPDs representing marginalized and underrepresented persons with disabilities ensuring accessible and inclusive engagement processes and decision-making mechanisms. Finally, it outlines the rights priorities of marginalized and underrepresented groups and their recommendations for more equitable engagement and meaningful participation in decision-making and priority setting.
